Here's what they are and how the process works. According to FAA regulations, anyone who performs maintenance, modification or preventive maintenance of an aircraft, engine, propeller or appliance must use the methods, techniques and practices prescribed in the current manufacturer's maintenance manual or in the Instructions for Continuing Airworthiness prepared by its manufacturer, or other methods, techniques and practices acceptable to the Administrator.
The holder of a repairer certificate (light sports aircraft) with a maintenance qualification may approve an aircraft issued a special airworthiness certificate in the light sports category for return to service. In addition, changes in the basic design of radio communication and navigation equipment approved under a type certification or a technical standard order that have an effect on frequency stability, noise level, sensitivity, selectivity, distortion, spurious radiation, the characteristics of the Automatic Volume Control (AVC) or the ability to meet environmental test conditions must also be considered major alterations. The pilot must have successfully completed an approved training program and the certificate holder must authorize it in writing for each element of preventive maintenance that he is authorized to perform. Each person who performs an inspection or other maintenance specified in the Airworthiness Limitations section of the manufacturer's maintenance manual or in the Instructions for Continuing Airworthiness must do so according to that section. After completing any repairs or modifications that cause any change in the operational limitations of the aircraft or in the flight data contained in the approved aircraft flight manual, those operating limitations or flight data must be properly reviewed and established as prescribed by FAA regulations. A copy of this form must be sent to the FAA aircraft registration branch in Oklahoma City, Oklahoma within 48 hours after the aircraft is approved for return to service. Flight training prepares students for their respective FAA flight exams in accordance with the FAA aviator certification standards. Furthermore, anyone who removes a lifetime part of a type-certified product must ensure that the part is controlled by one of the methods prescribed by FAA regulations.
